I assumed the tribals were retarded because their whole settlement was animal skin tents and a few crops. the only structure of any architectural significance is the trial temple, which is so obscenely out of place that they had to have come across it.
it would make a lot of sense if the area surrounding the temple demonstrated their construction prowess on smaller, less detailed scale (adobe structures, wood fort-like structures) but it's not so. They're literally just a bunch of retards squatting outside of a structure they didn't build and they have no idea how such a deeply complex thing came to be so they assumed it was by divine right, like retards..

Just a comment, I think the a lot of the elements of the stories of those 2 games are pretty stupid when you really think about it. But it sets up a nice frame for the rpg to take place with great atmosphere, writing, and etc. Sending the vault dweller out to kill the super mutants for example is not masterpiece plot. The real question is: why are people incapable of building new structures with bricks and stone in the Bethesda Fallout games? There are rocks everywhere, there are tree logs everywhere, there is clay everywhere. Nothing prevents them from making brick, stone, or log cabin structures. Yeah, maybe if you're planning to stay the night instead of settling. Give me some basic tools like an axe and a knife and a hammer and even I could build a house on my own in like a year that's better than randomly piled up garbage. Then maybe I help my buddy make one, and it turns out less shit than my first one. And over time we figure out better ways to make them.

I think it's character writing is superior to anything bethesda, but the actual plot and a lot of the quests are pretty boring and nothing ever really hits the same level as finding the Master for the first time.
Fallout 1 and 2 both had far more complex computer systems running unattended for centuries as well as robobrains.
The NCR are still on the same playing field though. Their ability to grow food isn't that great and the structure of their government and economy prevent them from efficiently expanding or building a proper military. Meanwhile Ceasar has several American states under his heel and an army of people that subsist on radioactive mutant fruit and whatever the fuck "healing powder" is. Life is cheap in the Legion.

Also when it comes to the technology that did have an impact, it was just steel weapons and horses. Have a book - Armies of Mesoamerica by Ian Heath. It's not some apologistic drivel like that guns germs and steel jackass and focuses on the way the Mesoamericans and Spanish fought. It notes how the Natives (Covers North Americans, Meso, and South Americans) were never very phased by guns, they knew quickly how to drop down to prone right before it fired, to rush them as they reloaded, the noise didn't bother them. Horses fucking terrified them and were a seismic gamechanger for the mobility they brought. While steel armor was largely not used and even dismissed as less effective than quilted corselets by the conquistadors. However swords were considered incredible and far superior to anything the natives had. Rather than guns germs and steel it should have been Horses, Germs and Swords.

The Vault Dweller didn't know how to rebuild civilization, he had basic survival skills that he taught everyone and they remained isolated for 80 years; lots of knowledge got lost and became lore in that time.
