Before he arrives in Smash, what games should I play to learn about Terry and his franchise(s) and persona?
I want the real big stuff, the cream of the crop of his Fatal Furies, his King of Fighters, etc. to get a fundamental appreciation of this dude and what he brings to gaming's biggest celebration to rub shoulders with giants like Mario and Pikachu. The ideal equivalent of:

You could play fatal fury if you really wanted to but I would say just play either kof 98 or 02 and learn to do all of his moves so you at least get the references. He’s a fighting game character so it’s not like there’s this huge canon of backstory you need to know
KOFXIII is the best way to start.
Not him but I also would like to know this, especially since I've never played an actual fighting game so this could be a good introduction I guess

But if you want to get familiar with the character and story:
Fatal Fury, the first one where Terry wants to avenge his father from Geese Howard.
Fatal Fury 2, where we met Geese's half-brother. Wolfgang Krauser, also the debut o fan favorite Mai Shiranui. Fatal Fury Special is the same game with more characters, but no story.
Fatal Fury 3, the debut of fan favorite Blue Mary, Terry's love interest.
Real Bout Fatal Fury, the last battle of Terry and Geese. RB Special and 2 doesn't have stories.
Garou Mark of the Wolves, it's similar to Street Fighter 3 as it's in the future with a new cast and only Terry returning, featuring Geese's son Rock Howard, who Terry trained.
Terry isn't particularly proeminent in the story of the King of Fighters games, but he is in all of them.
Also, check the Fatal Fury anime, it takes some liberties with the story but is short and pretty fun.

Listen to as he pretty much covers what is needed to know about Terry in a detailed way. Also in addition to the anime I eould recommend giving "Memories of Stray wolves" a watch if you want a quick summary of the Fatal Fury series. It is a 20 minute special made by SNK for the series's 15th annyversary. It's not all encompassing, but it details the major points in Terry's background from the start to where the series has left off.

The KoF games are good, but as someone else said Terry plays a pretty small role in them. To really get to know him go for the Fatal Fury games. Others mentioned which ones are the ones to go to. Still check out KoF for gameplay reasons after that though it is hugely varied in regards to gameplay depending on the entry.
Here's a little fun fact: as you may already know, Sakurai was inspired to create smash because he completely beat a beginner at a fighting game (iirc he mentions a certain character), that game was KoF. The character Sakurai alludes to was Ryo Sakazaki who comes from the Art of fighting series. Part of the reason KoF was created was so that Terry and Ryo Sakazaki could fight each other without worrying about their ages (their stories take place in the same setting except about a decade apart, however Ryo appears as a special unlockable dream match boss at the end of Fatal Fury Special). In the footage in which Sakurai shows some of Terry's moves you can also see Ryo in the background watching the match.

I'll mention some things the others haven't yet since many already gave solid advice. Despite was others may say at one point or another Terry has been one of SNK's several mascots, and SNK themselves care for him. if there was a group of SNK characters to choose from, Terry is definitely one of them.
In terms of gameplay, SNK has introduced several mechanics that are now considered pretty standard today.
Fatal Fury was the first to introduce some sort of dodge mechanic with it's plane shifting (jumping between foreground/background), it also introduced crouch walking, and 2v1 in fighting games (dramatic battles in street fighter) and iirc certain cancel mechanics in one of the spin-offs that would be used in later KoF titles. The first character to crossover between fighting games was Ryo Sakazaki from Art of fighting as a secret boss in Fatal Fury Special.
Art of fighting (same timeline just ~10 years earlier), introduced super meter, super moves, zoomed in the camera while also zooming it way out, visible damage in fighting games as well as clothes tearing. DBZ is famous for characters charging heir Ki/spirit in order to do special moves, Art of Fighting first implemented something like that in fighting games. In that series if you time a pinch/kick just right you can also cancel projectiles (don't know if you want to cancel that as parrying).
The Samurai Shodown series introduced crawling/pretty much lying on the ground to avoid attacks (different than being knocked down) in Fighting games, rolling, it introduced sword clashes & parrying, it also introduced several types of jumps. I'm not 100% sure if it was the first, but the game also had items, some which would replenish/reduce health.
The king of fighters (Terry is in every main game) took several of the mechanics from these games and at one point or another incorporated them in addition to becoming the first 3v3 crossover fighting game, which smash takes after.
Forgot to mention SNK also did some interesting things before the neo geo days. In Ozma Wars an energy system was first introduced in vidya instead of just one hit kills, in either the game Vanguard or Fantasy (both released in 1981, but exact dates unknown) continues were introduced, they even stuck in an explanation of what continues allowed the player to do.
Is that really a valid metric since Fatal Fury/King of Fighters would have had a lot of their traction in the arcade, compared to a game series having a bunch of stuff on Nintendo platforms and handhelds(plus one arcade game)?

Yup. Ryu had red hair, and he and Ken were pretty much clones. Sagat was also the boss of that game.
Released in 1987 it was hard as balls and the special moves had extremely tight timing to them. Some of the same people who worked on it would jump ship from Capcom to SNK and would go on to make Fatal Fury.

SNK lore goes deep to be honest. Since a lot of SNK games have their worlds/lore overlap.
