Depends on your definition of good melee. If you think Mount and Blade or Kingdom Come Deliverance is good then no they won't go that route.
Morrowind had one example of choice and consequence in the entire game. Skyrim had 30 or so quests with C&C.
While that isn't much Skyrim shits all over Morrowind in the RPG department.

This. It may not be the best RPG experience, but for the teens who bought Skyrim during its initial release, it was straight up a game where you could do anything. The majority of the people who buy these games don't give a flying fuck about how good the rpg aspects are. They just want to swing swords, shoot magic, kill monsters and do mindless quests about finding legendary artifacts.
As of Skyrim's release, there weren't really any game with those kind of easy accessibility, free open world approach. TESVI won't have that luxury, so it'll be interesting to see if it'll get an even lower reception than FO4.
By any metric Skyrim is the closest to an old school RPG of the Todd Howard TES games.
