Did you try actually contacting your ISP and complaining about it? Usually bad connections are caused by poor downlinks between you and your ISP and it's their job to fix those. Obviously if you have DSL and shit though there's little they can do about it.

What I did was call them up, state the conversation was being recorded, demand the immediate cancellation of my service and if they refused that I would pass it on to Lawyer McLawyer JD who has instructions to file a suit for blah blah blah whatever it was I googled and I would be filing a charge with the District Attorney's office for wire fraud.

I should've just went to the storefront they have in town. When I turned in my equipment, they were super friendly and said the phone crew were cunts and a ton of people have came in bitching about them thanks to the new fiber internet in the area.
