The devs of 1 and 2 literally said that the enclave started the vault programs and intentionally set the end of the world in motion so the best of humanity would survive and they could harvest them to start again. That's the entire plot of fallout 2. The enclave aren't even america, they're the descendants of the global elite.

I would say that they just hire shit actors now but given that the Master's male voice actor is in both Skyrim and Fallout 4 that can't be it. It is probably just a lack of interest in quality or an inability to focus on it given how much more dialogue they have to record now.

High quality voice acting generally needs both good voice actors and a good voice director to do QA. The best recent example of VA would probably be Arthur in RDR2.
