That's exactly what you do. If something like BRIDGES existed in real life and all that was left of America were isolated bunker cities, don't you think a group like them would try and reconnect the people and form the USA again? It's simply realistic storytelling.
All games have an element of role play to them. To do any sort of role play you have to have some basic empathy. What you're seeing is the result of people such a stunted capacity for empathy engaging in a medium that requires it more than any other medium on average. What you're finding out through this as well is that many many many people, probably more than you would like to think, are devoid of empathy. Just like social media has basically shown us that far more people than we'd like to think about are brutal narcissists.
