Its expected, there is the actual way to do it which will take another 10 years if they blow up each area with the care Midgar is getting. Or they do FFX hallways for overworld and each areas is like the original and its absolutely possible.
When you leave Midgar, there is absolutely nothing on the overworld to do except go to Kalm, then the Chocobo Ranch, then the Swamp with the Zolom into the Mithril Cave/Mine. You turn that entire thing into a hallway since there is no reason for going to the beach north of Midgar yet. FF7 disc 1 is extremely linear, and you could honestly get away with doing the airship like FFX possibly but showing the airship move within the world like FFXV.

If you FFX hallways for the overworld, and treat each area like the original and not add TOO much new stuff, you can get from Kalm to finishing Nibelheim in one game for sure. Every area is fucking short once you cut out the random encounters. A massive city/base like Junon is literally a boss fight on the fishing village, and a marching minigame up top. Its a 20 minute sequence

The stream last night showed off the squatting minigame and it now uses the four face buttons in a rotating sequence that is displayed on screen at the start and gradually increases in speed, but slowly fades until it's gone entirely about 1/3rd of the way into the time limit and you have to do the rest blind. And the trailer showed off a variation of it that uses pullups instead, which wasn't in the original at all.

You can't re-create that angle/atmosphere but the scene with Aerith and Cloud up on the roofs show they are trying. I think the Cyberpunk 2077 sun posters will flock to this game soon, because it has a lot of sunlight in these areas compared to your screenshot
Unfeasible in modern day AAA development. They could remake it with high quality models, full turn based, old camera angle, screen transitions, no cutscenes etc but this is a break in case of emergency game that there realistically is only a handful of in the entire industry. Midgar is also the most unique section of FF7, its the longest section, and its perfect for figuring out systems and mechanics while you then figure out how to fit it into the world outside the city
I mainly say Nibelheim for the prison sequence because starting game to off with a flashback seems like a poor move. Its not coming out for 3 years minimum, people need to be eased into the second game without a giant flashback with characters they barely remember

FFXII had fishing and the foot race. FFXIII-2 had a handful of them. FFXIV (Yes, the fact that it's numbered makes it mainline, MMO or otherwise) has about 16 in Golden Saucer, some in the toy box, and a few other seasonal mini games here and there. FFXV has a handful.

I always kinda wanted like, an FF7 romhack that either added texturing to the character models or modded them to be full sized like a modded PC version while also having textures. We do know they already have the plot for the whole thing lined out (naturally, it's already made for them), but it's a learning process. They need to figure out what works in the Midgar portion and what doesn't. How do you translate a whole world map into modern stuff? Type-0 it? Or figure other methods or even remove the world map and just make the game one big reversible track like X with a quick-travel Airship? Once we knew part 1 was going to be Midgar-only people should've figured that they weren't planning that far ahead given their ideas of expanding everything.
That's not even scratching side-quests, optional content, the submarine, and so forth.
Yeah I honestly don't even remember Red ever saying anything unless you deliberately walked up and talked to him or the game forced you to go to Cosmo Canyon. Kinda weird that the optional characters got so many lines while actual characters just kinda get shoved into the background and forgotten.
They should've just done a faithful remake with the old camera angles and refined versions of the old game with more dynamic camera angles to smooth out the occasional jankiness. That would've been 100% doable and releasable as one game, but by expanding it and giving it the AAA treatment, they're ensuring that this won't be fully complete until the PS6 is out.

FFXIV's development budget was hit because they needed to pull funds to help with FFXV which is why Stormblood was so fucking rocky, Kingdom Hearts III (And this was confirmed by Nomura himself) was basically shelved for years because it was impossible to make with all the resources going towards FFXV, and Kingom Hearts III being put on hold for some damn long resulted in FFVIIR being pushed back even further because Nomura didn't want to focus on two at a time. I'm sure Dragon Quest 11 had a rocky start too given when it's development started.
Tabata almost destroyed Square Enix with his flagrant disregard for spending on the most asinine and pointless shit for his game, and the ones above him were fools for ever letting him get as far as he did. The only things that kept them afloat was it's third party publishing,Yoshida turning FFXIV into a money printing machine completely in spite of the reduced budget, and various FF and Dragon Quest spin off titles trickling in money.

It really isn't that big of a mystery. Nomura even stated they announced the remake way too early and that they weren't even actively working on it at the time, and he wasn't even planning on giving it much if any attention until he was done with KHIII.
In the case of a multi-part series, there will be plenty of asset reusing. They won't need to remake all the party members for example in future parts. No other city comes close to Midgar is scale. The closest is Junon, and even if they expanded up it and made it much larger, you could maybe extend it back so it's roughly the side of one Midgar plate. And even then, you can reuse a lot of Midgar assets to make it. A lot of the outdoor assets like textures and shit can be reused and altered from FFXV A number of the music tracks can be reused Summons can be reused The battle system will obviously be reused Menus will be reused
All of the hardest shit can and will almost certainly be reused like various coding and game systems. All they'd need to do If you want something comparable, just look at FFXIII. Not the best of games but it illustrates the point. FFXIII took 5 years of development time, while XIII-2 only took them a year and a half, and XIII-3 was only in development for about a year. And that was with an ever decreasing budget and man power each time. The FFVII remake parts will not have a reduced budget or reduced manpower. It's too important for them to cut corners in those aspects. This is not a luke warm reception game like FFXIII was. This is mother fucking Final Fantasy VII. Arguably the most important and influential game in their entire catalog and the game that has defined the Square half of Square Enix for over 20 years. Except a part every two years.

it's not really that huge, unlike midgar most town/village locations are just couple of houses strong. junon, cosmo canyon and gold saucer will probably be medium size while I expect they'll expand on wutai a lot. wutai felt small in the original which felt strange because of its plot significance. if they decide to implement open world map it might be challenging to do it properly. they'll need to be careful not to fuck up the scale and make it too big because gameplay will suffer as well as their budget/development time. nobody want's to walk for hours between locations. but yeah, don't know how the fuck will all those story sequences fit into 3 games,

My best best is the Golden Saucer is it, ending with the gang being thrown into the Corel Desert. Thus, part 3 can open up with you needing to get out of an expanded Corel Desert at the beginning, kind of like getting out of Midgar for the first few hours of the original game.
Then part 3 can end after Aeris dies, right before you go to the snowy area. Part 4, again, wants you to leave the snowy area, and then ideally it can be the longest part and go up to the end of the game.

Because Midgar is the most iconic location in the game. Some of the most iconic moments in the game all happen in those first few hours in Midgar. The Shinra headquarters raid is literally the box art. Midgar is the only massive city on the planet with Junon being a distant second. Midgar had all the potential in the world, but not getting to see more of it was one of the biggest complaints people had about FFVII even back when it was brand new, because of how cool and different it was in a Final Fantasy setting.
Midgar is quite literally the only thing in the entire setting that you CAN expand into an entire game.
