Yes it is, that's how game maker works unless you take extensive measures to implement deltatime to force it to work at a variable framerate. I can only name 2 game maker games off the top of my head that actually went out of their way to make their games work at 30 and 60 frames dynamically, one of which was implemented by a fan modding the hell out of the game (NTT)

That's exactly what they did you fucking dolt. How else would chicken's slowdown work? How else would a surface level mod be able to change the framerate?
Rami is half of Vlambeer. While he does have a technical background and did work on the game when it was still Wasteland Kings, a majority of the time during NT's development he was fucking off to conventions to promote the game and the nail in the coffin that got himself onto everyone's shitlist was him signing a contract with Sony that obligated them to "release" the game by a deadline, which JW was nowhere near able to meet. So the game got shoved out onto Sony family consoles in a broken heap and then they fell deftly silent for a fucking year before revealing that they hired YAL to clean up the mess that was made as a result of JW buckling under crunch and Rami butting his head in and not recognizing the sourcecode that he hadn't seen in 2 years.
You won't hear a formal source on it because the only people who'd be able to report on it would self-incriminate, but it was obvious what was going on if you were an onlooker at the time.
Interesting. Either way its unfair to criticize a game for the actions of a single agent who worked on it I guess; I still probably will never buy it simply because its never on sale and I don't think its worth the price they sell it at.

Chicken's slowdown worked by changing the game's framerate to a lower value to force the game to process changes at that slower rate. It wasn't until Chicken was redesigned for the first time that it was implemented as a hackjob that only slowed movement of all things outside of chicken's radius, not actual things like refire rates or enemy alarm processing. Then chicken got redesigned yet again because JW couldn't be assed to not only code, but also balance a time manipulation feature.
The big complaint from JW/Rami regarding 60fps was the "workload" of needing to manage all time-related values in the game in a reasonable manner, work that is infinitely easier if it was actually implemented ahead of time, which it wasn't.
It's not particularly difficult to do for straightforward movement and timers, the complications only arise if you are using non-linear physics like gravity, which just requires a bunch of math to dynamically correct at runtime.
Also I find it cute how you think YAL's mod is surface level, it shows how little you actually know about anything at all.

No it doesn't, the game is still 30 fps while it's slowed down. You have no clue what you're talking about. The only time related things are the animations, and NTT doesn't fix that because it can't.
