Not really. Games are actually pretty cheap to make these days and can be done extremely fast thanks to proprietary engines. It was a nightmare back in the day to make games and even just debugging them. The reason why budgets are so inflated these days is because of execs that work as middlemen that pocket a lot of the money for themselves, because of indie developers that literally can't program anything so they teach it to themselves during development and then we also have massively inflated marketing budgets that pay youtubers and twitch streamers free flights and hotel stays to test a game for 20 minutes.

5th gen games were full of fun experimental ideas before 3D gaming concepts had fully consolidated to the way they are today.

The playstation hardware loads slowly, wears out fast and the only games that utilize 3D really well did so by abusing the hardware to the point of actually damaging it.

Loading > Tiny games

PS1 allowed the perfect balance of hardware limitations and storage space for experimental masterpieces to thrive.

Smaller games didn't always mean efficient use of space or faster load times.

If anything it was usually worse wear just going to the pause menu took 5 to 7 seconds of loading each time.

There's literally hundreds of millions of ps1 ps2 and ps3s with backwards compatibility that you can get for forty bucks who gives a shit?
