When you defeat Cornelia, Dimitri himself is shocked that anyone would welcome him back. If the people were cheering for him, it wasn't for his character or his ideals, it was just because they would go back to the status quo. Gilbert, Rodrigue and Byleth and practically dragging him on his feet to force him to do what's best for Fargheus. The people are an after thought for Dimitri.

He's not interested in leadership because the voices in his head are just going "kill, kill, kill" and he's listening to them rather than reality, he's shocked by people wanting him back as king because he knows his actions would disqualify him in any other situation. I do kinda doubt that last one though because having one less eye should make it harder to fight and accomplish his singleminded goal, and seeing the ghosts isn't what he complains about as much as hearing them.
