Kiryu, like most characters in the Yakuza series, are modelled off their voice actors. But I think they made the eyes bigger in-game which leads to that anime feeling, the VAs real eyes are real East Asian.

Kuroda doesn't even like like the actually human looking Kiryu we had in Y1/2 letalone the Kenshiro Kiryu we had from Y3 onwards, Rie Kugimiya looks nothing like Haruka either. Are you sure this isn't actually referring to the other main cast in that game like the Tojo lietenants or something

Kiryu wasn't based on Kuroda in the ps2 games
once the ps3 games came around they changed him to look a little more like kuroda, but obviously they couldn't straight up change his face so he ended up looking like a weird meld between ps2 kiryu and ps3 kiryu

Yeah, Okinawans used to be considered to be a separate race from the rest of Japan, and some residual prejudice still shows from time to time.
Okinawans do generally have a slightly darker skin tone than other Japanese, and in anime and games and such that tends to be exaggerated.
