nah in single player the cop aggro is pretty good. You can definitely do stuff like what he described, was actually gonna recommend RDR2 to OP before i saw his post. It's not quite the same, you need to inject your own imagination into what's going on for some things.

Hitman, you can play as a serial killer. It's not encouraged, but the ability is there. You can go around murdering innocent people and trying not to get caught if that's how you fancy playing the game.

Manhunt has stealthy gameplay and need of planning, granted your character isn't serial killer by choice, but forced into those situations. Lots of stalking and gory executions.

Manhunt was the first thing that came to mind.
It's essentially what OP is looking for. The plot made it so your character isn't a serial killer by choice, but the gameplay clearly appeals to people who want to play as a serial killer. That was just a loophole so the game wasn't buried by PR. You literally stalk and kill people with gruesome methods. Nice 80s synth track to the game too.
