Jap games in particular are really bad when it comes to unlocked framerates. They had been making games for the longest times with fixed logic around a 30FPS cap, only in recent years have they moved away from this even more so with consoles no longer having fixed hardware (PS4 Pro/Xbone X) but it depends on the publisher really. Capcom ports in general typically have unlocked framerates. Western games framerates above 60 are the norm.

Nothing makes the experience more pleasant than an improved refresh rate.
With low latency modes available for both nvidia and AMD now you can reap the benefits of VRR without even reaching the full refresh rate of your monitor without significant input lag.
