How do they manage to imbue such a heavily filtered voice with such fatigue and defeat and bitterness? Protoman being characterized as a burnt-out old fuck who hates humans not because they're weak or he's strong, but because they refuse to grab onto their own destiny, and who pities his brother for being forced to destroy him and face what he faced, the realization that humankind doesn't deserve a hero until it has one for itself, is brilliant.

I think where it especially stands out as true art, though, is the crowd in The Sons of Fate. The chorus of DESTROY HIM overwhelming YOU CAN SAVE US, with the only prominent word by the end being HOPE, is brilliant. It's triumphant and thrilling but melancholy and bloodthirsty and resonates with the crowd's chant in Hope Rides Alone, then a dirge for their fallen hero and now a cry for him to be cut down. It twists the knife a bit much with KILL PROTOMAN, but I think everything after Protoman's death redeems it entirely and elevates it. It gives me chills every time.

The developer of Act II: Father of Death actually produced Meat Loaf back in the day.

I really particularly like this passage. I adore that Mega does everything, EVERYTHING to not admit that the humans won't fight for themselves. He clearly hasn't thought about it for a moment, just parroting back Light's words and trying weakass platitudes. In response you get Protoman's booming voice, as sure and an authority on the subject as anything, being presented as fact, but clearly tinged with bitterness, especially on lines like "I stand alone/Then they are fools". In general, Protoman's part works as a statement, a manifesto, whereas Mega sounds like a desperate voice crying out for someone to save him, rather than a savior himself.

For anyone that saw them live this month, have they played any new material? I've been searching Youtube for new stuff, but I haven't found anything yet.

I only now noticed the shadow on the top right of the cover is sometimes a bit different. There is a version where you can clearly see it as the silhouette of the man standing beneath, but here it is just a somewhat elongated amorphous blob.

I think the blob was put in later, because the version you're talking about has the figure with a single red eye. I think they made those changes so you can see it as the Sniper bot standing ready to enact Wily's will, or as Joe standing high above the city like Light sang about.
