We don't know what the apocalyptic scenario actually is yet. But from what was shown it appears that whatever severed the connection between communities also severed all forms of power. So vehicles only operate on very limited batteries while off grid, requiring you to connect areas to the network in order for a vehicle to operate without needing batteries. Also, it's sci-fi magic apocalypse shit. Overthinking it and trying to apply real world logic is kind of autistic.
