that new shit is essential to pumping fresh blood into an older franchise. it worked because bedman/bedwoman has fans, ramlethal obviously has a group of turbonerds asking for her back.
i will agree on kum though, but i'm sure someone out there played her and wants her back.

the point is, arcsys can continue to recycle old characters with a new coat of paint, or they'll take a risk to bring out a new set of characters to get things exciting.

Kum was pretty boss on last year's Evo Japan, not a big fan of his overall gameplan but he can look pretty fun on the right hands

You can learn from the mistakes so that the new characters you make this time don't suffer the same fate. You can't make everyone happy and games require resources to make, just releasing the same game without new assets won't generate a lot of money and could potentially kill the franchise on the long run.

The new black samurai has ties in his design to Ram and she was somewhat popular among waifufags so she might be in the new game. Bedman has a sister with a high chance of being in the game.

Sin is important plot wise and since he's part of Ky's family it's likely he will be in the game.

Testament is not as popular as Millia.
They wanted Dizzy to be in Xrd since day one but were unable to. Baiken is popular but there are far more popular characters around, also they had to rework her since a good portion of players have always hated playing against her.

She is such a waste of a slot when you try to think about adding her back. She doesn't have that many fans. Adding her in at launch isn't really gonna do. She probably wouldn't make much money either as DLC. She's like someone you would add when you just want to pad out the roster.
