Robot Arm plus the Deus Ex composer pointed towards a new robot/sci-fi game, yeah. It must have been a new IP. I feel someone high up at Nintendo would have wanted them to finish the game if it was another established Nintendo IP.

maybe they built the game around gamepad usage and the retarded "assymetric gameplay" concept nintendo tried to push for a while but once it was clear the wii u was dead they just couldn't port the game to switch and so it was scrapped
