After the success of MGRR, Kojima wanted a MGR2 about Gray Fox fighting nanomachine zombies. But Platinum rejected the idea, especially since Kojima kinda did jackshit for MGRR.
The idea was later used for MGsurvive, the special edition in Japan even reference it.

1. Konami's only interest is to make cheap cashgrabs from their properties, be collections, pachinko or smartphone apps. We have some retard who believes that they're working on some massive AAA secret project but that's just wishful thinking.
2. Current Platinum Games only cares about their Nintendo-exclusive projects. Everything else is just some cheap shit they cobble together in a couple months to earn a quick buck.
The only way a Metal Gear Rising 2 is happening is if Konami changes its CEO and top executives for people that wants to make videogames AND MGR2 is developed as a Switch / whatever console Nintendo released at the time exclusive.

Almost the whole MGR crew is still at Konami and Platinum
The MGR director at Platinum didn't work on Astral Chain, at least didn't have a big role in it, also is still interested about the serie.
And Survive had a lot of MGR items/weapons in it.
Konami can't announce any big games yet, why? because it's for the next gen. and the next gen isn't completely announced yet.

Because Platinum considers that the other platforms are unworthy of their work; that's why their non-Nintendo projects have been imploding left and right.
We can wish for a multiplat MGR2 but if it is made by Platinum it will be at the very, very best Nier Automata tier of mediocre. The only way we can get a worth MGR successor is the thing being Nintendo exclusive.
