Sakurai designs all the character movesets himself. He's the director, he's directly involved in all aspects of the game's design. The role you are thinking of is Producer, which Sakurai is not.

Don't know about 4 but Brawl was all Sakurai. That game was designed to be a giant middle finger to the Meleefag crowd in every way, but it kind of kneecapped the game in the process.

With a game like Smash it's probably a world of shit. In a game with so many characters, stages, items etc, it's pretty easy for something to go terribly wrong during programming. Like how for a while there was a bug where using a certain Mii Swordfighter on Duck Hunt on the right stage would cause an error to crash the whole game.

Also I can only imagine what Kirby's spaghetti hell code looks like these days.
