A simple but controversial solution would be to make it illegal on a federal level for surgeons to voluntarily amputate patients for the sole purpose of having a robotic limb.
But of course, rich folk will see the down trodden getting high tech gear and will want that for themselves, even if it essentially becomes an exaggerated form of plastic surgery.
We focus on this idea of people augmenting for vapid reasons, of straight up for the pursuit of power. If normal able-bodied individuals could not get military grade prosthetics for those very reasons then it will not be an issue.
But of course that would be so lucrative to any surgeons who could perform such an operation, and this nation and world as a whole currently hinges on the pursuit of wealth, status, and power.

Tl;dr it might be best for the federal government to put strict regulations on avanced prosthetics, unfortunately.
