On second thought, Adachi might be the only well written JRPG villain in history. But he's an exception since Persona 5 proved the great writing in 4 was just a fluke.

Not really. They have next to no backstory and the little you know of them never gets explored much further (you never even find their clan).
They just exist to be convenient roadblocks on your journey and if it weren't for Saturo's godlike battle theme, nobody would remember them.
