This could easily be a transitionary/time filler project to fill a schedule, a demo test for a future project that has a multiplayer component and thus you have to mess with netcode stuff, it or something they put newbies onto for skills development.

RE Engine is just a toned down, more photoscanning focused Panta Rhei engine.
Since the implicit cancellation of Deep Down and the rebuilding of Panta Rhei Capcom has not been in a good direction.
People saw RE2 and DMC5 with Itsuno and they thought Capcom was back. Turned out that it was more that the teams who made these games were still doing god's work and less so because of Capcom actually improving.
Capcom's fanbase is reactionary and not very bright

They were never back. I kept saying it even before this. The people who did got caught in a sunken cost fallacy with RE2make and DMC5. Both games were lesser version of games that came before them. The promise was too huge to deliver so people ignored the flaws even when the info slowly dripfed wasn't what people wanted. Remember when RE2make was supposed to have FCA and DMC5 was supposed to have all the stuff it didn't have like level design and good enemy AI? Add that to the fact that the RE Engine is atrocious.

Re2 remake was a near perfect remake in my opinion.

They released 2 potential GOTY this year one of which just came out friday.

At the end of the day, Devil Trigger isn't even that good as battle music. It got completely outclassed by Taste the Blood or by The Time has Come.

Thing is that Capcom has never been "aware" of what or why people like about certain things and it easily leads to misunderstandings and higher ups missing the point why something was succesful and in the attempt at replicating the success of something of the past they make a worse game or just show lack of touch.
This is a problem with most AAA japanese publishers nowadays, probably because they change so many individuals between games that the old team isn't anywhere to be found in the next one therefore the game doesn't really reflect what people appreciated in the older title. But hell, sometimes that shit happens with returning directors and programmers too.

If anyone followed Capcom since the beginning of the gen, you would know they have been in a secret danger state.
They announced Deep Down with their brand new engine that was supposed to be the next gen of the MT Framework, named Panta Rhei engine.
Turned out that Deep Down didn't run well during playable booths and that the engine had a bunch of problems.
Deep Down is nowhere to be found.
No games are being announced in the meanwhile except for SFV which was developed with a laughable budget on UE4, just to get that fresh eSports money (which is also why they released the game so early, just so it could be part of their eSports tour).
Meanwhile they make a new engine made RE Engine, which may actually be a salvaged massively toned down Panta Rhei engine according to findings, mostly pandering to western audiences with its focus on photoscanning visuals which personally look insanely ugly and quite uncanny valley but I guess that's okay when a japanese company does it, RE7 has a different approach to gameplay that is more reminiscent of similar horror titles made in the west, DMC5 and RE2 REmake also running on it.
They pretty much salvaged themselves from certain death. Capcom is kind of a weird company anyway, has always been so historically speaking. Their games become so successful all of a sudden and no one really understand why and what made them so.

I think this is partly down to an IP usually having a head, someone who takes care and pushes for it. The MonHun guy has an idea of what he wants to do with it, and is very important in the company so can secure funds and time. Itsuno is kind of a weird one, he certainly has clear visions about what he wants to do, is valued enough that they will bend to keep him, but can't exactly walk into a boardroom and demand what he wants.

Then you have Ono, who is an incompetent buffoon yet the only one who even tries to push fighting games within the company. Before SF4 the series was pretty much floundering as it had no caretaker. Ono took it on as it gave him a more significant role in the company, and basically hit a lucky string on confidences to get a hit. If the early build of SF4 had resembled the final product the series would still be dead. Yet he failed to build off that, he wasn't able to secure better funding and time for SFV while someone else in the company might have. So now you have the MonHun guy getting more power over that division, but so far he doesn't seem that interested in really pushing their fighters forward. Instead it has turned into a drip feed with an esports focus. Meaning we have no idea where that is headed. Which is where many of their IPs are at, if you lack a caretaker who can really fight for you the series is screwed.

I just can't stand RE Engine and the way its games look like. Colorless, gritty, uncanny valley as hell, dull.
Which is weird because Capcom titles were always known to be quite colorful. Even older RE titles had some semblance of colors and vibrancy despite the grittyness of the genre.

This is their biggest problem. The CEOs have little to no idea why their games were appreciated. They lack the perspective of fans and gamers. That, and their lack of understanding the value of their talent. They've lost so many key people over the past decade its astonishing. Some of them don't work in the industry anymore.

Kenzo Tsujimoto pretty much founded Capcom, but he's very old now (79 yo according to Wikipedia) and he's mostly involved with his estate that makes wine rather than the actual Capcom. I'd say many of the issues come from him, considering that both of his sons show more understanding of the industry than he does.

One month after DMC 5's release Itsuno tweeted that he and his team are working on a new project. I am 90% sure it's DD2.

Looks like a tight budget game lazily put together reusing REmake 2 assets.
