It's all marketing. They'll release RDR2 on PC as soon as console sales stop being profitable, that way they can have 2 effective launches without putting in any additional effort.

The PS4 literally just uses a standard PC architecture though. Only differences are a non-standard firmware and non-standard platform controllers but to the programmer it's basically a PC running UNIX
