If you look at the original game map, both Wutai and Rocket Town are the closest European style towns to Wutai, so it makes sense that there would be some inter-mingling. Enough so that either
A) Both of Tifa's parents were not-Japanese immigrants.
B) Tifa's father was white as shit, fought in one of the many wars against Wutai, and ended up falling for one of the locals and bringing her home.

Tifa looks like if she was a non playable character from some other game and she's just there as a cameo. The lack of detail on her model just baffles me. You could argue her design was always barebones but why is she the only character that looks like she was created in an hour and added at the last minute?

Exactly. Denial. Final Fantasy characters are not even human and none of the game take place on Earth. FF7 tried to depict the standard Amano style characters in primitive 3d. FF8 attempted to go for more realism but Square realized that they'd be better off with having their own style rather than try to go for realism. So when Kingdom Hearts was made they finally settled on their own form of human caricature design that takes some inspiration from the mass-production stencil that is anime but tries to do it in fully fleshed out 3d with real rather than half-assed effort put into expression. The characters are obviously cartoons and not attempting to look like real human beings, which not only gives the designers more freedom in design, but it entirely avoids Uncanny Valley because something that is deliberately not trying to look human can never be too close for comfort.
Which ever race anyone sees in any Square Enix fantasy game character is whatever they want to see in something that has no race. I bet the only reason why people don't think Aerith is "asian" is because her hair isn't black and her eyes are green. Isn't it curious how characters with no racially distinguishing characteristics such as Sephiroth or Rude are not being discussed?
