Sometimes, it depends on the game/series. Some games actually get some quality fanfic, like Suikoden, but even then they are rare. Most of it is garbage.

The latter was canned after real life drama right when things were beginning to go south for the heroes). Everyone has dozens of ideas. I've written a whole pile of stories and hundreds of thousands of words and I've still got more ideas than I could ever write. Hell, I spent a whole weekend once convincing myself not to write a story about Azura being raped/bred by MCorrin when he first turns into a Dragon. I have people tell me their ideas all the time, along with their justifications why they couldn't write it themselves.
