There are tons of games which are the end of sagas like KH3 where they introduced new stuff, while finishing off old stuff. In fact, the vast majority of such games manage accomplish that better than KH3. Its not an either/or scenario. So I don't believe for a second that kingdom hearts couldn't do that.
Look at God of War 3. It finished up the trilogy but still introduced new characters and has tons of memorable moments that define it. Its not a perfect game, but its a hell of alot better than KH3.
Bringing back Master Xehanort would have been enough for"wrapping up" the xehanort saga. Apart from that, there was total creative freedom. The only necessary piece for this to be a "finale" is master xehanort himself and his evil plan could have been anything Nomura wanted it to be. Without the stupid time travel resurrection there would have been plenty of room for new villains, new final fantasy characters, new OC worlds, new lore concepts and more. So this could have easily been a finale with alot of new and interesting stuff at the same time. Its not that hard to imagine.

Kingdom hearts wasn't really in desperate need of "a big finale" after KH2. That was pretty much the big finale. By the end of KH2 in the timeline, it was pretty much a clean slate for the universe. You could do anything after that. But then in DDD, Nomura decided to just bring back all the villains en masse so we can defeat them again. The entire reason this "KH3 finale" exists is mostly contrived, self inflicted, and pointless to begin with.

As for the Days and BBS trios, honestly I don't think the Days trio and Namine needed to be brought back. It worked fine as a more tragic kingdom hearts element. BBS is fine to bring back. If they were the only ones being brought back, that would allow more time to focus on them and actually have more impact.
