Soldier had different tiers within it one of the biggest points was being SOLDIER First Class.

Turks are exceptional combatants and a special interior police unit so my impression is that they are easily comparable to an average member of SOLDIER. They also tend to have other significant skills that SOLDIER members might not have, whereas SOLDIER members are almost entirely suited for combat, Turks need to do far more than that.

He already said in the early interviews after the initial reveal that they'll be including some shit from the Compilation but won't be strictly confined by what those entries did. So we might get Kunsel or Cissnei showing up, but that doesn't mean Angeal or Genesis exist in 7R's version of events.
