if your current cpu is fairly recent (like 1 or 2 generations) then you probably won't see that much of a performance increase. The gpu is usually the bigger priority when it comes to bottlenecks.

How new are you? Intel has been using thermal paste instead of solder for the heatspreader since Ivy Bridge, which has only recently become a real problem because the processors are as hot as the sun.

I just upgraded from an 8350 to a 3700x. Well worth it. You're kind of fooled into thinking a 5 year old chip that's supposedly 8 cores can keep up but once I upgraded I noticed that my gpu was being gimped hard by my old CPU and I only had a shitty 1060 3gb. Overall a more stable performance too so it's worth it in every regard if you can afford it.
I ditched my 3570K because the piece of shit's TIM wore out and kept overheating. Got a Ryzen and never looked back.

amd's AVX-256 implementation is all fucked up
they don't have dedicated AVX-256 units, only four AVX-128 units. however, they can merge into two AVX-256 units without penalty.
the problem is that amd uses a split design, so two units can only multiply and the other two can only add. so that means when the four units combine into two AVX-256 units, only one unit can multiply and only one can add, effectively resulting in halved speed compared to intel's solution.

CPUs are not important for video games unless you're trying to play older games at an extremely high framerate or games at a low resolution. Most games will be bottlenecked by your gpu, so all you really need is a cpu that doesn't bottleneck your gpu. A 9900k is not going to be any better than a 3700x at playing modern games at 1440p high settings.

This is a laptop right? Should still be able to play older titles in 30-60fps 720p. Like I do not know much about laptop specs but I've got one without dedicated graphic card too and I can play lots of older titles in acceptable frames with fps configs and emulating ps1 games works flawlessly.

AIOs only "benefit" is the thermal mass, under longer load periods they don't bring much benefit. Custom watercoolers on the other hand are the only viable option when water is concerned.

well for ps1 games you'll need bin and cue files (1 cue file and some amount of bin files) and then run the cue file in the emulator. that's genrally how you can emulate ps1 games, don't know of any other way
like the other reply said you need the bios files too. you'll find both at the-eye.eu, go to the files tab and then rom/. you'll see the folders for bios and playstation there
for bios get scph5500 and scph5502, if you're using retroarch they go into the folder called "system"

start with epsxe and move on from there. epsxe is shit but it's pretty easy to use and gets you used to messing with shit.
go to the-eye.eu, it's a site for archiving files
go to the files tab, and then to the folder called rom
in there you'll find a bunch of folders, the ones you need are bios and playstation
from bios, get the files scph5500 and scph5502
from playstation, find the game you want and download it, it will be a zip file with some files in it
make a folder for the game and put all the files from the zip into the folder
where you put the bios files depends on what emulator you're using

Interesting enough, Zen and Skylake-detrivates are trading blows in these games. If you are a streaming-fag though, the Zen shit do have a noticeable advantage in almost every-tier.
For all intends and purposes, the CPU hasn't matter much for gayming needs since Sandy Bridge. The GPU carries so much more weight for gayming shit.
