Redesign belly armor altogether, or buff it to be able to tank like 42% or something but nerf it’s regeneration a little. Then buff his ground speed and buff the knockback to his aerials and normals, especially uptilt

Down throw stops being a combo starter as you get close to 100%. No more killing ladders out of that anymore
A full f-air does 7%, 6% short-hopped. And he gets no follow up or even a decent advantage out of it.
Ladders have been made extremely difficult to do consistently, and he got no new tools to compensate

Isabelle is way worse villager cause she doesn’t have the horizontal lloid so she can’t cover the ground that well. Plus her down b is worse in basically every way to snake C4

Not to mention once he gets Arsene he's infinitely harder to deal with.

They didn't mean to. Rool is only recognized as god-awful in tournaments. He performs decently online so I'd imagine the dev team doesn't know any better.
