The highwind scene basically determines how you interpret the relationship dynamics between Cloud/Tifa/Aerith. If you choose the right dialogue options throughout the game you can get an "alternate" scene where it is implied that Cloud and Tifa had some kind of physical contact. It is never really implied that they fucked and a far more reasonable interpretation would be that they kissed or something.

If you don't get the alternate scene then the dialogue instead implies that Tifa loves Cloud but knows that he's never going to get over Aerith, which in my opinion makes more sense for the rest of the game what with Cloud always talking about "seeing her again" in "that place".

tl;dr you can interpret it either way based on the highwind scene but (1) saying they fucked in the +tifa highwind scene is reaching and (2) the clerith interpretation makes more sense with a lot of the shit cloud says later on
