I'm not sure how much is dependent on the devs tho. For example Darksiders 3 and Remnant are made by the same devs, but Remnant seems to be more consistent in framerate compared to DS3. However even on the lowest settings some areas are just run exactly the same. If it's area dependent I think the devs screwed up something. Maybe it's CPU dependent, that's why graphics setting doesn't matter.
