Valve has every resource available to keep the game updated frequently, they just don't seem to care about the game enough to go through the process of hiring people specifically to work on TF2. They likely won't hire someone to work on just one game, they'll instead hire you if you can be a valuable asset to all of their other projects as well. Isolating yourself to just one project makes you dead weight in their eyes.
This. And when those player numbers start to dwindle, they can easily outsource the work to the community and just take whatever shit they find on the workshop to make a case of. They know there will always be people who buy them.

The people who want to work on something old want to work on something huge, not something that's doing well for a decade old game. The people that want to work on something new are working on VR or new steam features to abandon after 2 updates.
