He and Liquid had the same goals but the Patriots knew Ocelot too well so he had to completely alter his line of thinking in a way to throw them off.

Does anyone else NOT like Raiden? It's not because "Oh no he's not Solid Snake! Wah!" It's because for all his development.....he still forgave that lying manipulative piece of shit cunt Rose. And worse he forgave her twice.
I can't stand this simp. I also didn't much care for his cyborg tragedy. I liked Raiden being a human who knew how to fight. Having him be a cyborg just allowed him to be more sloppy (notice how the first time we saw him fight as a cyborg he basically got his ass handed to him and would have died of blood loss because he lazily allowed his opponent to over attack him even before the self-impalement which was also a dumb move Raiden is just a mediocre fighter who thinks he can tank everything as a cyborg).
Anyway overall I'm not impressed with Raiden as a character and replaying the series is painful because you know he's doing to take Rose's bullshit and just never gets better. The man lacks self-respect.

Liquid, Ocelot, Mantis show up in V and Wolf gets an outfit. Liquid, Ocelot and Mantis all kind of show up in 4 too. Vulcan gets nothing. Vulcan Raven was a great boss.
