The file size isn't a factor here. It's the challenge in preparing all of the Pokémon models.
A character model consists of more than just the geometry, there are the textures, animations, and shaders too.
There are multiple kinds of textures which include diffuse, specular, normal, emission (glow), and environmental (reflections), and they can't merely be re-used from a previous game, they need to be remastered to fit the game's style and scenes, as well as higher definition visuals.
Whilst it's true that the Pokémon models are the same high-poly models that were being used on the 3DS, models need to be converted to new formats to make sure that shit still works correctly. The workload may be far greater than it appears on the surface.

The models are identical. I will bet you any sum of money that not one iota of work was put into any of the “included” mons that aren’t original designs.

I'm remembering that story about how every map has a duplicate of all the assets they use per map, so if there's a Lillie in that map then they don't load it in, it was just always there waiting alongside every other Lillie model that map may have hidden beneath geometry. If there's a grass texture, it's duplicated across all maps that use it individually, etc etc

Game Freak actually does hire additional staff for the modelling work. There's Creatures Inc who have been doing the 3D models for some time, as well as Imagica Digital Scape Co.

There can be good reasons for doing that. I doubt they apply in any way to how Gamefreak developed Pokemon, though.

I mean I can see it as being efficient for all the routes seamlessly connected together besides cave/forest transitions and the like, keeps loading to a minimum, but couldn't they have pooled general assets together better for when you really do enter those various interiors, area transitions with a screen fade and everything?
