The farm outside Camp McCarran only feeds Camp MacCarran and other NCR affiliated outposts. New Vegas obtains its meat from Heck Gunderson.

-Wasteland settlements like Arefu and the Regulators raise brahmin(in fact there are more brahmin being raised for food in Fo3 then NV)
-Rivet City grows fresh food in their science lab which they sell to settlements in exchange for scrap to repair the city.
-Rivet city is also a large source of Mirelurk meat as Mirelurks constantly ifnest the lower levels
-There is a mirelurk farm under the anchorage war memorial that was used to harvest large amounts of mirelurk meat
-Mutfruit grows in the bushes across the Captial Wasteland.
-People like Tobar the Ferryman trade punga from point lookout
-There is an established trade circuit to deliver items between settlements

Not everything you see in Fallout 3 represents the actual size and scale of the canon world. Megaton had a small farming operation with some Brahmin. We can assume that, canonically, the towns are actually much much bigger than what we see in game. Canonically Megaton was probably home to a few hundred people and had a farming op to match that size. Just because not everything is autistically represented in game doesn't mean it's canonically nonexistent.

Why do you think Megaton had a Brahmin? It's common in RPGs for a small aspect to actually be representative of something canonically larger. Goodsprings only has 3 or 4 unnamed NPCs floating around but there are obviously enough canonically to keep a saloon and general store in business.
