They made the Episodes in order to add back in all the stuff they didn’t get finished in time for original release (Citadel Core, Antlion caves, Artic ship, etc.), and they couldn't even finish that.

The HL2 AI is literally an upgraded version of the HL AI, which was so dumb that it couldn’t even do two things at the same time.
That said, HL did a better job at hiding the limitations of its AI and making it look smarter than it actually was, hence the illusion of HL AI appearing smarter than HL2 AI.
