Yes, that's by design. It's the same reason Priests are the best healer, Warriors are the best tanks, etc. Classes all have things they're good at. For all their power, mages die in basically one hit and leveling (assuming you aren't doing an aoe meme spec and layer abusing) is REALLY slow.
