The rat has nothing to do with it. High Dragunfire can only be unlocked by finding an ultra-rare secret room in floor 2, which means to get it you have to replay floor 2 over and over again and only have access to shit tier weapons if you use the elevator), hope you find the secret rooms which are tedious to look for in Gungeon, and the HD spawns in one of them.
