Ryu, and probably a couple of the other characters, are ethnically Japanese. Also, some characters have coloured alternate skins. It still counts even if it's not the default since some of those skins are canon, which means the default is just an appeal to the primarily white and Japanese audience. Ganondorf is a fictional race, but is still coloured darkish. Additionally, his race takes inspiration from real-life middle-eastern and Indian cultures, thus meaning that if he were assigned to some real-life ethnic background, he would be from that general region and thus would be pee oh sea.

1) Put Kanto as close to the typically Japanese region (Johto) as possible - in fact literally the only time in the series two regions have been directly connected.
