It has good evasion, like most of her moves, but her punishment is F tier and she has no damage, so it's downright impossible for her to be top tier just by that

DLC characters will always be targeted as being OP, the only way to avoid this is to release 4-5 at a time, when you do this the casuals and shit posters wont be able to focus or gain traction with complaints.

she's better than she usually is be she's still not that good

If you like evading stuff, then Eddy, Zafina, Lucky Chloe, Lei, Yoshimitsu or Master Raven, good luck dealing with stances though

Came out a day early on PC.

Use her. She's been remade for T7's system and she's got some serious tools. Multiple armored moves, ridiculous amount of safe launchers (one armored), great mobility, nasty range on the corkscrews, they gave her a reversal (of sorts) and, for no reason at all, she now has magical dragon fist.

Does she have hard execution though? I can handle playing characters like Drag and King but chars like Geese and Julia are too high execution for me. I am really tempted to buy her because she looks fun.

None of those characters I mention have hard execution, except flash stuff from Yoshimitsu, the problem is remembering all the moves and dealing with stance transitions and playing neutral using them

It's confusing transitioning into all those different stances but the execution itself is pretty straightforward.
