There should have been a class of weapons only usable if you were in power armor. The gattling laser, the minigun, the assault rifle. Also the "assault rifle" should have been called an LMG and when equipped, the water cooling jacket would hook up into the PA frame so that the water can actually circulate somewhere. The laser rifle and combat shotguns are fine. The combat rifle being chambered in .45 (presumably ACP) is retarded. Especially since they included the M1 Thompson thing. I don't know what they were thinking there. The institute rifle is alright. It kinda makes sense that a bunch of nerds would make a shitty, un-ergonomic gun. It's bulky and probably designed after the laser rifle because none of them knew how to make a gun. But they needed something easy to manufacture to send out with their synths. Using MF cells was probably a good decision, as they assumed the denizens of the surface probably wouldn't be able to get ammo for the weapons of their synths were killed.

I kind of disagree on heavy weapons. Weapons should have strength requirements which can be either lowered or completely ignored when wearing PA (something like weapon "mounts"). What should be done is reverse - some weapons can not be used while wearing PA. I imagine armored gauntlets aren't really suited for using guns with trigger guard. This could actually add to roleplaying and could be a weapon, like removing trigger guard and making grip thicker to prevent fmit getting crushed by hydraulic gaunlet.
This a problem that stems from 4's streamlining and removal of RPG elements. It's a shooter with numbers like modern Far Cry.

Why the bioweapon/power armor concepts didn't make it past the concept stages is beyond me. Well, I know why. Because Bethesda is lazy as fuck. But, I mean, look at this. The weapon at least is slick, sexy, high tech, fits the Institute's design theme to a T. The power armor concept's pretty cool too, but it goes better with the blocky rifles we ended up getting. It's still an improvement over what we actually got, which was just a fucking pure white X-01 "paint job" with an Institue logo slapped on the chest. No red accents or anything.

The reason for the Institute's weapons being "plastic laser guns" is because they needed to make the animations for all the guns consistent and reusable, and having a cyborg hand split apart and shoot syringes would complicate that.

Nah but this seems to contradict your point of having STR requirements instead of having weapons that can only be used in PA. In Fallout 4, I think we get the best representation of what PA was supposed to be. It's literally a small mech, a walking tank suit you have to climb into. Your hands don't actually manipulate anything besides servos which in turn operate the mechanical hands of the suit. They hands are far larger than a normal man's hands, and as such, operating regular infantry weaponry in the suit would be nigh impossible. It also seems to me like there are weapons in F4 designed around use in PA. Large weapons or weapons that should be too heavy for a person to operate like the minigun or assault rifle. The assault rifle is especially bizarre in that it clearly has a water cooling jacket and yet it also clearly has nowhere for the water to go. Modifications of these heavy weapons to be used while not in PA should have been a thing, but it also should have reduced their effectiveness. You can strip them down so they're light and nimble enough to use outside of PA, but also worse to some extent because you stripped them down.

The stuff I got from GUNetwork had pretty wonky animations so I didn't include it, might be some conflict with the 100 weapon mods I have installed. Ended up using a right-handed replacer for the Handmade rifle for the 74U and the Dragunov. Also, I forgot to tag the Remington 870 in that list, it looks really similar to the pistol grip shotgun in Stalker.

Even early portable phones were on a big bulky box that you carried around with a shoulder strap, it wasn't until much later that they got worked down until they were just the handset. They purged mutants, yes. But anyone who wasn't born into the Enclave were also fair grounds for extermination. They were incredibly isolationist and xenophobic. The Enclave had a direct hand in the Vault program, so they either knew that the vault they attacked during the opening cutscene of 2 was one that had been purposefully tainted, or just didn't care as the dwellers weren't Enclave personnel.
It's a sort of halfway point between an AR and an LMG It has a massive capacity and rate of fire, but good accuracy and range as well as being lightweight

You could tell they ran out of time when they were going over EWs. The way they dumped them to Fiends so there would be some enemies in the world using them, having only two vendors in the game, one of them being part of an isolationist faction that was dying, the scarce spread of EW loot in the game, etc. Shame too, Plasma Defender and Caster looked really nice, can't say the same about the DLC stuff.

Can I just say I actually really like the Bethesda later rifle? It looks like a solid state tool. Like the body is just a single cast piece of metal with the electronics just slide in one end of the tube and capped. Ergonomics are poor, but with that casted unibody it looks like you could just Chuck it from a plane, pick it up from its crater, and fire immediately.
