IIRC my trick was get rid of the dogs asap by running past him and the dogs, straight upstairs. The dogs will be faster to catch you up you gotta take them down quickly. If you haven't had enough time to kill the two of them just jump off the stairs, and repeat.
Once it's a 1v1 it's easy

The capra demon itself isn't hard but the addition of the dogs in that tight as hell spot just makes for an absolute nightmare of a fight. It's honestly beyond shit design and of the spots i'd actually consider 'artificial dificulty'
