What happens in Silent Hill is nebulous and mystical. That videotape is pretty much just a memory. The problem is he killed his wife in the real world.

James openly admits to hating Mary and admits to the guilt overcoming him. That was the point of the story. James had no reason to kill her, but he really wanted to break free of his guilt. He even turned to the black magic of Silent Hill to try and save her. That's what caused Maria's infatuation with him in the first place. The In Water ending is canon apparently too, which means they're literally explaining James is filled with regret and guilt, whether he did or didn't kill her doesn't even remotely scrape at the point of the story.
