It was. He made two retarded decisions.
First he switched the engines instead of sticking to Q1's and patching colored lights into it the way Valve did in Half-Life. Due to that they had to effectively start the game from scratch.
More than a half of his team were mod community amateurs. There were internal tensions he was unable or unwilling to resolve, following engine switch, the team fractured, half the team, actual mappers, walked out of the door, and went onto making KISS Psycho Circus game that managed to get released before Daikatana, and to better reviews too.
Hiring amateurs wasn't one of two Romero's fuckups I alluded towards. Engine switch was. The other one I'll mention larer.
Anyway, after mappers split, Romero somehow managed to do the best thing he possibly could. He somehow headhunted the guy responsible for the best levels in Outlaws and Mysteries of the Sith, and gave him free reign as a mapper and campaign director. Name was Christen Klie. Following his hire the game was effectively rebooted AGAIN. This time - for a good reason.

Now, Klie was polishing this turd like 1.5 years, quit to some personal reaaons half a year before the game's release, didn't even get mentioned in the credits.

What does Romero do in the last half a year?

HE COMPLETELY FUCKING REDESIGNS EPISODE 1 IN E4M2 PERFECT HATRED STYLE EXPERT LEVEL FPS MY ASS.

Doesn't have enough time to redesign the other episodes, so the balance there is Klie's. 4 episode ends up being beta quality at best, because likely Klie didn't get around to properly polish it, and Romero invested the time meant for it at ep1 instead.

And that redesign. Is THE. Reason. The game. Flopped. Without it the game is perfectly playable and would have been a 7, maybe 7.5 out of 10. It would be palatable and somewhat genuinely enjoyable everything post-ep1.

Ep1 however is basically sticking needles in your dick while fucking your asshole with a cactus.

And THAT is that second retarded decision.
