Terry makes me think he was definitely lying. Not that he's undeserving, just that a legacy character, who wasn't in heavy demand, from a company that had slowed its content output in recent years, from a genre that's already very niche these days, that was already covered by a more successful counterpart, is not exactly what the suits would gravitate towards. That's all Sakurai's personal preference.
The lack of a P5 port announcement all year has made that pretty clear. If the higher ups were really just gunning for something that was hot and relevant, they would not have picked a guy from a series that just barely broke out of niche status and still got outsold by plenty of big games not currently represented in Smash.
