Honestly this is one of the biggest issues with current Bethesda. They keep stripping away actual RPG content and the action side hasn't evolved past Oblivion which in turn was just the abandonment of the strict dice rolling from Morrowind. You get more action out of trying to compile together a comprehensive list of mods that don't fuck each other over. is actually going to be the reality of the next Elder Scrolls.
They NEED good writing. Bad writing makes all the questing and exploring feel like a waste of time. Leveled/randomized loot only compounds this feeling.
Also, unique MQ dungeons. MQ locations should FEEL like MQ locales and the MQ should feel like the culmination of your journey, not the start or midpoint of it.
Additionally, not every single fucking quest needs to involve a dungeon. Many of Morrowind's and Oblivion's most memorable quests don't involve dungeon diving, and if they do, it only makes up a portion of the overall questline, not the whole thing like 95% of the quests in Skyrim.
Finally, Todd needs to get over his hard on for procedural generation. Sure, minor bounty quests are fine, but don't make major factions/guilds procedurally generated.

Morrowind did this best by allowing you to doubt your position as nerevarine to the very end as well as even not considering you as a possible nerevarine until two thirds into the main quest. This allows for a lot more RP/immersion flexibility.
Honestly I even see it in wow classic now how rewarding it is to start out as nobody at all and slowly claw your way up the ranks of importance (and in the way you see fit). That's the core of a roleplaying game done well. The rest is just mechanics.

It needs to be BIG and especially challenging. I want to die to a cliffracer at the start of the game. I want to sneak behind a bush in fear when I see 4 Orcs in full Orcish armor coming down the road at midgame. I want to spend half a RL day preparing new spells and creative potions to take on that one dungeon I had to leg it out of a few levels ago. Thats all even just reinstating the old. Then add:

Because Highrock is where most of Daggerfall is set. Hammerfell is in that game too, but less prominent. Also dessert plains are prominent in the landscape shot. Highrock would be more mountainous.

Morrowind's faction sytem made no sense because it operated solely on the NPCs somehow being able to break the 4th wall, and read you character sheet.
Realistically, factions like the Theives guild would give tow fucks how you pulled off the theft, so long as you did it within the rules they have. Be it via pure sneak skill, alchemy to make invisibility potions, magic to make yourself invisible, or you just having invisibility potions you buy, or some magic artifact that makes you invisible, they wouldn't give two fucks so long as you can get the job done.
The same is true of the Dark Brotherhood, who accept assassins of all styles, and the Mages guild, since mages frequently use magical item to boost their skills to new heights.
Stat check based guilds imply only pure skill matters, which isn't how any job works

Bethesda knows that all they need to do is make TES 6 good and they will be golden for a decade. One good Elder Scrolls game is worth 10 horrific games in public currency.
Small cities in Bethesda games are the result of the way Bethesda designs games.
Theres a whole lot of factors to it but mainly
-The fact that every item on an NPC is rendered as a separate objected, compared to something like GTA or Witcher 3 where all of an NPCs clothes are fused as one object, and they have no actual body under their clothes
-The fact that Bethesda gives indivdiual scripting to every named NPC, and even many generic named NPCs, compared to something like Witcher 3 or GTA where all the NPCs in towns run off of the same "walk around the block"script
-The fact that every item in a Bethesda game is moveable, and physics enabled, and every time an object gets moved it gets saved into the game data until the cell resets
Creates a lot more performance drain compared to something like GTA or W3.
People have made GTA style large cities all the way back as far as Morrowind, it isn't hard, tit just requires stripping away any intractability... much like how GTa has little to none.
There isn't a single semi-memorable NPC in Skyrim, they'd be better off with everyone on a needs/priority based scripting system. They're burning a lot of calories on a method that nets them zero benefit.
Three combat styles:

>Isometric, tactical mode also tied to meter
Watch Dogs, for all its flaws of which there are many, did have plenty of scripted npc events despite being a large city. Not sure what you mean with fused npc clothes? It's not like the game loads every npc in the city upon entering it, unless the devs are retards

In games like GTA, NPCs don't have bodies under their clothes, and all of their clothes are rendered as a single object, with any visible skin basically being sewn onto the clothes where they meet. Like hands are sewn into sleeves.
They do this to save processing power per NPC,by cutting down how many individual objects the game is loading, and can get away with it because you can't actually loot all the clothing off of NPCs you kill in these games.
In a Bethesda game, since you can loot everything off of an NPC, the NPC's body, and all the clothes/armor/jewelry they are wearing gets rendered as separate objects, so these items can be dynamically removed if you kill them and loot them.
This means every individual NPC in a Bethesda game takes up more processing power to show, compared to if you put that same NPC in a GA style game, since the NPC in a Bethesda game has to render several times more objects compared to a GTA NPC.
This means there can't be as many NPCs on the screen at once compared to GTA, without suffering performance loss.

Nostalgia aside, you need to judge games when they were first released. Of course older games are gonna perform poorly by today's standards (apart from stuff like writing perhaps). Morrowind was phenomenal at its release and while it was clunky and buggy, it did manage to deliver a unique and expansive gaming experience. Something that seems to diminish as the series progresses.

Are we talking about the same system that forces you to pick skills and attributes before showing what they even do. The same system that punishes players for picking skills that they intend on using. Making it so when they lvl up the attribute distribution is going to be all over the place, since in order to lvl you need to up 10 skills. And to +5 a character you need 10 SKILLS making it so if you don't autistically meta train like a fucking Pokemon game to +5 each stats then good luck fighting a blighted cliff racer son.The same system that basically forced players to constantly remake characters until they made a good class(wich always ended up being made up of shit they weren't planning on using) making them loose all roleplay value because "Oh, he's just the fifth one." Second one is not me. You make the false assumption that the combat system would also carry over from Morrowind with the skill system. In a system like Oblivion or Skyrim, your complaints are worthless. If it isn't a dice roll to hit, all builds are viable. The attribute and skill system from Morrowind in terms of options with the modernized combat system would be ideal. It creates more options and more playstyles.
Not him but a two of morrowind's attributes were built around the diceroll combat. You probably want something close to Oblivion's attributes.

That's a fair point, but it's also nitpicky. My suggestion is to have the extensive options from Morrowind, not the baggage from it. Oblivion narrowed options too much.

Should be a hybrid system. You can quickcast weaker spells but need to equip stronger ones to cast them dedicated. Maybe tie it to your magic school skill so at first you can only cast apprentice level spells or whatever and at the max skill level you can cast all but the most powerful spells of the school without needing to focus them.

Mordhau or Kingdom Come styled sword combat
Deep combat mechanics, including fist fights. Skyrim fistfights were atrocious, it was basically just who had more HP would win, or spamming WASD in circles to dodge their attacks. Blocking does nothing in this ADD game. Make swings faster like in Oblivion, add counters, parries, grapples etc.
Add non-lethal option for people roleplaying as brigands and rogues etc, I'd like to be able to fistfight someone in town without them pulling a weapon, knock them out and then go to jail, then next time I see them they remember our fight and are pissy towards me. (Not instantly hostile and attacking either).
Add bodily damage, I want to attack legs and arms, I want them to act like I just attacked their legs and arm. I'm not talking Fallouts atrocious "Cripple" system, I mean if I swing a fucking warhammer at your legs you fall flat on your ass and crawl, or if I slice your arm you drop your weapon and run.
Best of all, I want all of this to apply to the player aswell. I want the player to be able to get knocked out and land in jail (if by guards) a dungeon (If by bandits etc) or just straight up killed (If by random enemies who have nothing to gain from locking you up). I want the player to actually be able to get fucked legs and arms. If I get cut in the arm by an NPC I want to run away to fight another day, if I get cut in the leg I want to panic and fight for my life as I try to crawl or defend myself.
I want to roleplay. Not just mindless killing for the sake of being the unbeatable hero, I want my player to be like any other human and you actually have to fight and get REAL experience to be able to kill anyone.
On the contrary the progression from zero to hero was always the main hook for TES games to me but it was mostly well done until Morrowind because it happened over a large time frame. Oblivion had that too but it falls down quickly as soon as the level scaling kicked in full gear. Skyrim was nowhere near as enjoyable on that front since there isn't a real hobo phase so to speak, both gameplay wise and how people interact with you.

After chivalry and mordhau and all the combat mods that have existed since Oblivion I really don't think they can get away with having such terrible first person combat again. It's a shame how the actual worst part of any elder scrolls is the actual fighting itself.
I'm not saying it has to copy mordhau or something like that, but it is a clear working example of first person combat with melee weapons being done in a way that's skillful and engaging rather than Bethesda style combat where you just walk in to hit the guy and then walk backwards to "Dodge" etc.

I think if a game like Skyrim had a combat system like Mount and Blade it would already be great. In Mount and Blade the combat is easy to learn and difficult to master. With a high level in that game you can still get your ass kicked if you don't pay any attention to what you're doing and blindly charge into a group of enemies. I think that would give a far more rewarding experience if being good meant leveling up and actually mastering the combat.

They have no reason to learn any lessons in making their games better since they sell better each time. Their audience loves it. Skyrim sold exponentially better than Oblivion and Morrowind. They have no reason not to continue dumbing it all down into just an action game with some skill choices tacked on. Same story with Fallout 4.

Nah, Oblivion only lets you fast travel to the cities from the get-go, similar to Skyrim but you don't need to pay and can do it from anywhere.
