Waluigi will be announced for Smash along with his breakout game where he makes a tenuous alliance with Wario to steal all the treasure in the world. Players will switch between lanklet DEX Waluigi and fatass STR Wario to bypass obstacles and defeat enemies and fight against each other.
It will likely be called something like "Waluigiland?SWITCH!" Waluigi and Wario are constantly and incompetantly scheming to betray the other, steal the other's treasure and gold, and trying to "switch" the world themeing (Waluigiland/Warioland). Both characters are, on the surface, pretending to be best friends with the other, but are clearly plotting the other's demise (well, exile/imprisonment, to keep it E-rated) the moment their partner's usefulness ends.
Expect Waluigi in Smash to be promoting his own game. This isn't a meme pick, it's a character being fleshed out. He won't be using tennis rackets or golf clubs in his moveset (except maybe as taunts), this is Waluigiland Waluigi. One of his stylized hallmarks will be using flowers to try and "negotiate peace", in a blatantly disingenuous and underhanded way.
He's in both as a legacy pick and to promote his upcoming game.

Purely mechanically speaking:
Lloyd, Crono, Sub Zero, Soma Cruz, Joe, Reimu, Goemon, and Geno all have unique enough movesets in their original game that you could turn them into smash characters easily.
Several others are pretty borderline but workable like Banjo, Shantae, Monster Hunter, and Metal Slug characters. Megaman characters too probably.
Most of the other fighting game picks and whatever else wouldn't bring much more other than "I want to pretend this is a fighting game look at my sick combos" or just meme picks. I don't know how people willingly pick the bland pure fighter characters, it's just boring looking and no flash.
