It's between High Rock and Hammerfell. My gut tells me High Rock because of how similar it is to Westeros and how easy that would be to market
it's funny because skyrim's instant gratification automatically makes the entire game boring as fuck, doing basic guild quests feels like a fucking chore when you are supposed to be some demigod
While on the other hand we know that Hammerfell has an active beef with the Thamlor and that seems to be where they are going with the story
This seems the most realistic expectation so far. Bethesda doesn't want to have 100% of all the bandits that you slaughter to be Black now, epically when most people are going to be rolling Nords, Altmer, Dunmer, and Bretons. Better mix in some bi-racial Bretons while we are at it. I certainly hope that if this is true, then we get Stros M'kai as Expansion pack.

Considering the major team skips we get from past games combined with making sure that the conclusion of Skyrim's civil war stays ambiguous, I wouldn't be surprised if they skip and abort that story arc completely. Instead we read about how the Empire was able to win the actual war both powers were gearing for, and the Thalmor are demoted to the background for now.
The only major time skip has been from Oblivion to Skyrim.

Having it encompass Elsweyr and Blackmarsh with the southernmost part of Cyrodiil in the middle would be too much of a dream come true to ever happen. You'd have the weird cat desert on one side, the fucking heart of darkness on the other, with a nostalgiac strip of the fourth game in the middle providing a buffer. I'd love to see Leyawiin again, pass some closed Oblivion gates, and even have a joke where the shrine of Nocturnal wants you to go do something in northern Cyrodiil that you can't do because the map cuts off at Bravil.
There's no way they'd ever do either of the other provinces justice, though. Black Marsh is described as being so physically alien that whatever Bethesda could make would be a retcon unto itself. Same with Elsweyr's cultural aspects. I wouldn't be mad if they tried, though. I'd love to see the underwater cities, impossible wildlife, and constant disease threat.
If they made the game with a hardcore/survival mode in mind, then water management could be the predominant mechanic in Elsweyr and disease in Black Marsh.
It will be Hammerfell for sure.
