Fun Fact: 70% of Skyrim's development time was just trying to fix the bugs that were created while trying to keep Gamebryo up to date with new systems like lighting and physics engines. It's akin to trying to take an old E-Machines PC, and trying to keep upgrading it so it can play 2019 games without just replacing the whole machine.

So what could Bethesda do to make a passable combat system for TES6? Keep in mind that 1st person compatibility is a must. I can only think of the pre-Oblivion system where you swing and dice roll, the Oblivion/Skyrim system of swinging wildly, or a Mount and Blade type system for directional, high damage combat. I mean radiant gameplay is genuinely not a bad concept, the execution has just never been done properly in a singleplayer game. The main reason it never works in Todd's game are twofold: The gameplay is shite, and the context and rewards for the radiant tasks are atrocious. Heists for the Thieves Guild would be the tits, but they're so basic bitch tier and uninvolved and reward you with such garbage that you can't really spend practically because after level 20-ish the game places more emphasis on grinding out crafting skills for the sake of the shitty gameplay loop and bandits wearing elven. On that last note; is Todd fundamentally retarded? Why when the world "adjusts" to your level, making leveling itself pointless as fuck, do the enemies just acquire better gear instead of just higher leveled versions of their lore-friendly gear?
