Every time he KOs someone or gets KOd a TF2 style kill message shows up. If he KOs the same opponent several times in a row he gets a Domination power up: he deals more damage to that opponent, but in return also takes more damage from them, and the power up ends if his "nemesis" KOs him.

I think it would be more interesting to have them appear as stage hazards. Like Engie shows up to build a sentry/dispenser/teleporters, Heavy comes charging through the stage with Medic ubercharging him, Sniper doesn't physically show up but snipes people (think Duck Hunt's Zapper attacks), or Spy cloaks and backstabs.

The up B HAS to be the Force-a-nature. It's the only logical choice considering it both attacks and can give him some distance. He might also get a passive ability that lets him triple jump.

yes because it brings something different to the table. In practice Spy's revolvers probably wouldn't be that different than a shotgun anyway. Plus there's no boost jumpers on your team, and engie is probably the best one to use since his requires a little more than aiming down
As in they're the worse character in smash, as in the suck to play. Low skill ceiling, and no redeeming qualities

How much of a neverever is the chance of a valve character in smash?
I know that valve doesn't give a shit about licencing and let their properties in shit like some literally what bridge sim, hunt down the black messsa and that sonic racer and that gabe says it's fine by him for Freeman to be in smash but will the nips at nintendo even consider any valve IP? Do you think they've even thought about it?
Very never ever, like they don't really seem to consider PC characters at all, and even if they did TF2 wouldn't be the top of the list.
